Leveraging the EHDS for advancing Public Health

The EHDS aims to establish a framework that facilitates the seamless and efficient flow of health data from primary care to research and public health without resource-intensive data transformations that can degrade data quality. Citizens would play a central role in this ecosystem, empowered to view their data, opt out of secondary data use, control access to their data, and decide whether to share it for research or public health purposes, when not otherwise regulated.

xShare project aims to support the European Health Data Space (EHDS) by developing specifications for use cases and datasets relevant to primary care, research and public health and developing a yellow button to enable data sharing with just one click of the mouse. xShare has also identified four European countries as exemplary in their efforts and commitment to enhancing the connection between primary and secondary uses of data.

The workshop “Leveraging the EHDS for advancing Public Health” at MIE 2025 aims to provide an overview of the analysis conducted within the xShare project across Member States, focusing on existing and planned strategies related to the European Electronic Health Record Exchange Format (EEHRxF). Additionally, we will present key initiatives aimed at linking data from primary to secondary use, as identified in four European countries.

The xShare coordinator, Catherine Chronaki, Secretary General at HL7 Europe, will provide an overview of the xShare objectives and results. Additionally, the xShare WP4 co-lead Charité (Germany) will share details about the European overview concerning adopted and planned Member State strategies towards the EHDS in the public health sector. They will also illustrate best practice initiatives identified in countries such as Belgium, Denmark, Finland, and Spain. A representative from SNOMED International will underline the role of terminology in the European EHRxF.

Public input will be particularly relevant in the following areas:

  • Local or national initiatives in the context of the EHDS and public health
  • Use cases and datasets to prioritize in xShare relevant to the public health sector
